The seminars are being coordinated by Peter Thom who is Managing Director of Cambridge based Green Heat Ltd and sapratings.com. Peter is also Vice President of the Institute of Domestic Heating & Environmental Engineers; Chairman of the Heating Strategy Group of the Government backed Energy Efficiency Partnership for Homes and a Trustee of Peterborough Environment City Trust.
This web site has been developed to help explain these complex changes to the construction industry, through value for money half day seminars which will be held in convenient locations throughout England and Wales.
Speakers at the seminars will be people like Peter who have sat on the Industry Advisory Groups which have developed these new regulations along with the Guidance Documentation. They will also include representatives from the Office of the Deputy Prime Minister (ODPM); The Institute of Domestic Heating and Environmental Engineers (IDHEE); Elmhurst Energy Systems and other Industry Bodies.
Since the publication of the Energy White Paper on the 24th February 2003, the heating industry has been working with Government to prepare for significant changes for a complete new Part L which is now due to be published in January 2006 and come into effect in April 2006.
The Housing Minister announced on the 13th September 2005 that the new Part L of the Building Regulations (Conservation of Fuel & Power) would be implemented on the 6th April 2006 together with a new Part F (ventilation) and the EPBD (The Energy Performance of Buildings Directive).
The proposed changes have been widely consulted on and discussed with Industry Advisory Groups for the past two years and are part of the Energy White Paper Implementation Plan. The current Government target is to reduce carbon dioxide emissions by 20% by 2010 and the Energy White Paper suggests reductions of 60% by 2050. It was also stated that the new Building Regulations would be looking for a 25% improvement in Carbon Dioxide reductions than the 2002 Regulations. The new approved documents confirm that this is now only 20%.

- Air pressure Testing and the Domestic Heating Compliance Guide
All new dwellings will need a SAP Rating with a TER and DER calculated at the design stage.
Air Pressure Testing will be required for all new dwelling types built.
The Domestic Heating Compliance Guide will provide details on how to comply with the new Part L1A and Part L1B for the heating and hot water system, including condensing boilers, controls, solar, ground source heat pumps, under floor heating, and micro CHP.
